Programs provided by Western Washington University's (WWU) applied research and development include:
- Collaborative work spaces for local entrepreneurs to meet for brainstorming sessions and to engage with WWU faculty and students
- Company access to instrumentation, equipment, and technical services, including an expandable ShopBot three-axis CNC router, a curing oven, and a chemical fume hood
- Opportunities to partner with WWU to pursue government grants and contracts to support shared projects
- Space for manufacturing and technology companies to improve the competitiveness of company products and services

Bellingham Technical College
Workforce training programs provided by Bellingham Technical College focus on the following topics:
- Alternative energy and environmentally friendly mechanical and industrial practices

- Electronics, electrical, and instrumentation, with an emphasis on marine industry needs
- Implementing customized training programs with area companies and leveraging state and federal programs
- Machining with some composites
- Mechanical systems, with an emphasis on marine diesel engines
