Personal Services

"Personal service" means professional or technical expertise provided by a consultant to accomplish a specific study, project, task, or other work statement which may not reasonably be required in connection with a public works project meeting the definition in RCW 39.04.010(4). "Personal service" does not include purchased services as defined under subsection (8) of RCW 53.19.010 or professional services procured using the competitive selection requirements in chapter 39.80 of the RCW’s. The Port of Bellingham contracts for Personal Services in two ways:  

Consultant Roster
The Port of Bellingham is authorized to utilize the Municipal Research and Services Center (MRSC) Consultant Roster for projects estimated under $100K. To be eligible to work on projects using a roster process, you are required to register for FREE at www.mrscrosters.org and select the Port of Bellingham in your account. If you are already a member of MRSC Rosters, simply select Port of Bellingham in your account. For registration questions, please contact MRSC Rosters at mrscrosters@mrsc.org or 206-436-3798.

Request For Proposals
The Port of Bellingham follows a Request For Proposals (RFP) process for all projects estimated over $100K. Projects are advertised in the Bellingham Herald “Public Notices” section and on the Port of Bellingham’s website. Click here to search for Personal Service opportunities.
